Spain selects 16 hydrogen valley projects for €1.2bn funding

The Spanish Government has selected 16 projects for its €1.2bn ($1.25bn) hydrogen valley programme, with major companies Repsol, Moeve and bp among the beneficiaries.

The Ministry for Ecological Transition has said the 16 projects will share €1.2bn of the NextGenEU funds, which will be awarded in March.

According to the subsidy ruling, projects must feature an electrolyser capacity of at least 100MW, with up to 60% of the green hydrogen output secured through pre-contract offtake agreements.

Local reports have suggested that Repsol’s 100MW electrolyser in Cartagena and 150MW facility in Tarragona have been selected. Additionally, Moeve (formally Cepsa) has obtained the acceptance of the first 400MW phase of its 2GW Andalusian Valley.

bp’s gH2 200MW plan in Castellón has been selected by the government, despite reports last September suggesting that bp and Iberdrola had scaled back their original 200MW project at the refinery after reaching FID on a 25MW plant.

Enagás and Copenhagen Infrastructure Partners’ 500MW Catalina project has been selected too, which could produce up to 84,000 tonnes per year of green hydrogen.

H2 View understands that all submitted projects were approved, except for one initiative under Hyberus, which was withdrawn by choice.

  • EDP – Challenge 2.0 (H2 Los Barrios) and 150MW GH2 Soto 250 project in Asturias.
  • Iberdrola – Huelva Renewable Hydrogen Cluster.
  • Hyren Almonte – ROCIOH2 Project.
  • Forestal del Atlántico – ValdoEume.
  • Armonía Green Galicia & IGNIS – A Coruña Hydrogen Valley.
  • Heidelberg Materials Hispania Cementos – Large-scale hydrogen production plant in Bilbao.
  • Reolum – Green Hydrogen Valley of León (Mahogany Renewable Development).
  • Solarig – Turboleta Sustainable Aviation Fuel (SAF) in Aragón.
  • Walia Energy and Capital Energy – HyBERUS, green hydrogen production for fuel derivatives in the Ebro River Valley.
  • RIC Energy – Compostilla Green, an SAF production plant.

Spain drops permanent windfall tax on energy firms, reviving green hydrogen plans

A proposal to make a Spanish windfall tax on energy firms permanent, which had seen oil and gas majors threaten to halt green hydrogen developments, has been dropped.

Last December, the Spanish Government extended its windfall tax on banks and energy firms by a further 12 months, with intentions for the tax to become permanent, sparking anger from the companies involved.

The tax was introduced to soften the impact of inflation on Spanish citizens by funding subsidies for fuel and public transport.

Last month, both Repsol and Cepsa (now Moeve) said that they would halt planned green hydrogen projects in Spain if the tax was extended permanently. Instead, the tax will only continue on banks for another three years.
