Spain drops bp, Iberdrola and EDP from €1.2bn Hydrogen Valley Programme

The Spanish Government has dropped nine projects that had been originally selected for the Hydrogen Valley programme, with funding efficiency, and technical, socio-economic, and environmental factors prioritised.

With projects from EDP, bp and Iberdrola dropped, the remaining seven initiatives, comprising 11 production facilities, will deliver nearly 2.3GW of electrolysis capacity in Spain by 2028.

According to the Institute for Energy Diversification and Savings (IDAE), project selection prioritised funding efficiency per megawatt of electrolysis capacity and considered technical, socio-economic and environmental factors such as financial solvency, company expertise and project maturity.

Additional points were awarded by the government to those incorporating training programmes with universities or vocational centres and investments in R&D and innovation.

As a result, projects like Copenhagen Infrastructure Partners (CIP) and Enagás will receive up to €245m ($256m) for the 500MW Catalina plant, while Moeve’s (formerly Cepsa) 400MW initiative in Andalusia secures €303m ($317m), and Repsol has been awarded €98m ($102m) for its 100MW electrolyser.

On February 10, the government selected 16 projects for its €1.2bn ($1.25bn) programme.

The original list included bp and Iberdrola’s gH2 200MW plant in Castellón and EDP’s 150MW GH2 Soto 250 project in Asturias. However, they did not make the final cut announced this week.

H2 View understands that applicants can now submit appeals, potentially altering the final list. The definitive resolution will be published once all appeals are processed.

Projects to receive a cut of €1.2bn:

  • Ric Energy’s sustainable aviation fuel (SAF) project – €78.8m.
  • Reolum’s Green Hydrogen Valley of León – €93.7m and €86.2m to the consortium.
  • Hyberus, promoted by Walia Energy and Capital Energy, Ebro Valley project – €78.6m, €57.7m, €1.4m, and €933,000.
  • CIP and Enagás – €245m.
  • Ignis’ Valle del Hidrógeno de A Coruña – €129m and €41m.
  • Moeve – €303m.
  • Repsol’s Tarragona Hydrogen Network (T-Hynet) – €98m.
